  18. <p>     Bush Administration officials are seriously considering
  19. freezing a $300 million aid package to Violeta Chamorro's
  20. government in Nicaragua. Reason: Nicaragua refuses to withdraw
  21. a suit filed in the World Court charging that the U.S.-backed
  22. contra war violated international law. The cautious Chamorro
  23. doesn't want to offend the powerful Sandinistas, who filed the
  24. case in 1984 and continue to hold control over the people's
  25. army.
